- Knowledge of Medicaid HCBS, CMS Access Rule, HCBS Final Settings Rule, and critical incident management systems in large human services organizations
- Knowledge of data governance, HIPAA, confidentiality requirements, and Washington's long-term services delivery system
- Ability to lead and facilitate work groups across agencies without direct authority and manage projects from planning through implementation
- Strong written and verbal communication skills to work with clients, providers, executives, legislators, and stakeholders
- Experience with program and project management tools, continuous improvement methodologies, and change management
