- Bachelor's degree from an accredited four-year college or university

- Specialized experience in at least two of three areas: Program Analysis and Evaluation, Program Planning, or Program Budgeting
- At least one year of specialized experience at the fully competent level comparable to Program Budget Analyst IV
- At least two and one-half years of experience in resource allocation determination and program evaluation
- Supervisory aptitude or actual supervisory experience
